Hunting for “Portuguese” on public transport, private controllers used in Messina

In Messina, there is a war against “Portuguese” on public transport. The Atm, the company that manages the service, is launching a tender to seek help from private individuals. The team looking for those who try to use public transport without a subscription or ticket will soon be expanded to include new figures that Atm will recruit from outside the company.

Indeed, a procedure has been opened for “the assignment of the service of ticket verification and complementary activities”, a search to enter into a framework agreement with a single operator who can increase the capacity to catch those who do not pay and create a deterrent effect that can change the trend. In 2023, there were 18,000 fines on buses and trams: an average of 49 per day, including holidays and Sundays.

Now Atm is taking action by expanding the group of controllers. The employees of Atm who carry out this activity are not removed, but they are accompanied by a group of external workers who will be hired through the tender. The winning company will be offered a two-year contract for a total amount of 776,755 euros, with a significant portion (551,000 euros) not subject to discounts because it is the value of manpower. However, the company will also receive a variable portion of the revenues.
