Among the beneficiaries of the favors of the “power lobby,” as defined by the magistrates who executed 14 precautionary measures today, constantly engaged in fulfilling private wishes and courtesies, exploited later to request votes and various counteroffers during electoral campaigns, there would be a series of city councilors and their families. Politicians would have been recruited to the Via Movement, founded by the main character of the investigation, former Pd senator Antonio Papania, in exchange for job positions (some still only promised) or roles for relatives or themselves in training institutions controlled by the parliamentarian. One of the first to join Papania’s movement, created in 2020, was one of the investigated Ignazio Chianetta. “To strengthen the weight of the MOVE Movement in the Trapani landscape,” the prosecutors write, “Papania and his trusted collaborators, including Chianetta, have tried to recruit various political figures among their ranks also using criminal methods, providing a contribution (at least as a voting base) to exploit for municipal or regional elections.”
Adhesion, at times, was preceded by a preliminary passage in the Mixed Groups. “The practice of political transformation – as explained in the precautionary measure – would be legitimate, given that the elected official does not have to account to the party that nominated him or the voters who voted for him but when it is a consequence of an ideological evaluation and not, as emerges from the investigations, when such change of heart (in favor of the Via Movement) implies illicit promises or perceptions of utility. According to the accusation, the training courses held by CE.SI. FO.P., an entity financed by the Sicilian Region under the ESF 2014/2020 and by the Tai Association, an entity in turn funded by the Sicilian Region from the regional budget, allowed Papania and his accomplices to use, as a bargaining chip, job positions (as teachers/tutors) to be created (in Marsala, in Custonaci, etc.) at the start of training courses in the community or regional sector.”
The beneficiaries – it emerged – did not have the necessary requirements for the position to be held and to overcome this they filled out false resumes. The investigation also revealed an improper use of European funds collected by some training institutions controlled by Papania.
