Tar rules in favor of 4 Palermitans, exams not affected in Enna

Explain to me briefly the following article

Due to the fires that were devastating Palermo and the surrounding areas, with local administrations urging citizens to avoid travel for safety reasons, on July 25th of last year, 4 people were unable to reach the Kore University in Enna to take the exam for the training course on active internship. The candidates then participated in the supplementary tests, but now the College of the Tar of Catania, welcoming their appeal, through the lawyer Ubaldo Musarra, has established that “in the context of an exceptional climate emergency, which forced the authorities to impose unpredictable limitations on the freedom of movement of the citizens involved in order to preserve their health and safety, allowing the appellants access to the supplementary written exam, already scheduled for other competing candidates, did not constitute a violation of equal treatment among all candidates, but, on the contrary, aimed to restore a condition of equality and equal treatment for participants in the procedure.”

“Not only will the appellants be able to peacefully complete their academic path – says lawyer Musarra – but they will have the opportunity to immediately use the specialized diploma by including it in the application for participation in the future provincial substitute teacher rankings for the biennium 2024-2026, the announcement of which is now nearing completion. This sentence is to be considered fundamental because it will guarantee my clients immediate entry into the workforce.”
