Palma di Montechiaro: 1,500 sea urchins seized, fisherman fined

Explain a brief summary of the following article
Maxi seizure of sea urchins in Palma di Montechiaro. Last night, the Coast Guard of Licata, together with the personnel of the Commissioner of Palma di Montechiaro, caught a fisherman with 1,500 sea urchins caught shortly before in the waters in front of Torre San Carlo. During a patrol service in Marina di Palma, the patrol car of the Commissioner had noticed some men tinkering near a parked vehicle close to the beach. Seeing the agents, they had tried to escape, but they were immediately blocked. The personnel who intervened noticed four sacks containing sea urchins, different fishing equipment: wetsuits, nets, and spearfishing forks. The agents immediately requested the intervention of the Coast Guard Command of Licata which, upon arrival, proceeded to seize about 1500 sea urchins, as well as the underwater equipment, and a fine of 2000 euros was issued against the transgressor.
The sea urchins were released back into the sea, still alive. Law enforcement has stated that checks along the coast will continue in the coming weeks.
