Relaunch decree, Catania engineers: over 450 approved interventions in Sicily, but still too many critical issues

«Sicily – with its 459 interventions – is sixth in the ranking of works started thanks to the Superbonus. A national ranking that sees Veneto at the head (850) and Valle d’Aosta last, thanks to its small territorial extension. What is alarming, however, is that on the minimum estimate of 6 billion euros, there are approximately 733 million – with 806 million of credits sold – or only the 13-15% of total investments. 6,959 cases were started, for which the ASID code was obtained, that is the receipt of transmission of the valid certification. Of these, about 3 thousand are at the end of the works, 1000 at 60% and 2 thousand at 30%. Furthermore, it is important to underline that 37% of the interventions were carried out on independent buildings, 55% on single apartments and only 8% on condominiums ». These are the numbers released by Enea and which emerged during the speech of the president of the Foundation of Engineers of Catania Mauro Scaccianoce, during the Superbonus conference organized by the Order and the Foundation, in collaboration with the Revenue Agency and the National Agency for New Technologies, Energy and Sustainable Economic Development.

“It is now known to all how the Superbonus represents a useful tool for energy adaptation and improvement, and for the relaunch of the entire building chain, with important economic and social repercussions – specified the president of the Etna Order Giuseppe Platania – The fragility of the housing stock in the country and in Sicily is undeniable, as everyone knows that Catania is a city of high seismic risk. Government subsidies are today a great opportunity to make our cities safe, with regeneration processes and energy efficiency interventions aimed at reducing CO emissions.2, with a positive impact on climate change ». However, Platania does not forget «the critical issues related to 110%, such as the doubts related to the temporal extension up to 2023 and the difficulties in finding the documents for urban planning and building compliance. We await answers from the Government, which should formalize a new decree by the end of May, hoping to have concrete answers on procedural simplification and implementation timelines “.

A practical meeting, through the analysis of 4 case studies, which highlighted the many problems that can be encountered during the Superbonus process. “So that it does not remain just an auspice and a” trophy “to be proclaimed and claimed from a political point of view, a change of pace is needed compared to what has been done up to now – conclude the presidents of the Order and Foundation – the restrictive conditions of application of the Superbonus, the documentary load required in the first phase of access, the difficulties in accessing the archives to verify town planning and building compliance and the excessive responsibility that weighs on the sworn inspectors, represent a serious obstacle for the relaunch. Furthermore, the complexity of some rules inspires fear and mistrust in the clients and also in the operators themselves. It is therefore necessary not only to simplify and eliminate the need for a declaration of conformity for some interventions, but also to invest in the training of professionals and engineers, who play a central role in this phase, also thanks to their ability to raise public awareness. “.
