The number of Sicilians who, in the last two years, has turned to health facilities outside the region to receive services of all levels has significantly decreased.

This was revealed by the Hospital Passive Mobility Analysis 2021, carried out by Kpmg and presented in Palermo by the Regional Health Councilor, Ruggero Razza.
Also present was the director of the strategic planning department of the councilorship, Mario La Rocca.

The study, comparing mainly the last pre-pandemic period (2019) and 2021 – not taking into account the “stop” of 2020 – highlighted that citizens residing in the nine Sicilian provinces preferred to stay in their own territory.
Not only for the simplest treatments but, in contrast with the past, also to receive highly complex treatments.

Overall, the value of all health services (ordinary admissions and day hospital, outpatient specialist, direct administration of drugs, pharmaceuticals, basic medicine, transport by ambulance or helicopter rescue, spa treatments) rendered to Sicilian citizens from facilities outside the region in 2021 has had an economic value of 237.4 million euros, compared to 293.8 million in 2019, marking a reduction of over 56 million euros.

In particular, the report analyzes the macro-category of hospital admissions and day hospitals.
For these, who make up 66% of passive healthcare mobility and 7.8% of the total value of hospital care for Sicilian citizens, the figure is significant: in 2021, in total, 33,793 hospitalizations outside the region were worth total of 157 million and 432 thousand euros.
In 2019, there were 45,756 for a total of 207 million 202 thousand euros.
A difference of more than 50 million euros which, instead of flowing into the public and private structures of the other regions, remained in Sicily.
For rehabilitations, we go from 3,009 cases in 2019, for a value of more than 18 million euros, to 1,759 in 2021, for a value of about 12 million euros: therefore, about 6 million euros remain in the circuit of the Sicilian healthcare.

The decrease in the use of hospitalization in health facilities outside Sicily is clearly visible by analyzing the flows of mobility to other regions.
The Sicilians who chose to be treated in Lombardy were more than 15 thousand in 2019, while in 2021 they rose to 9,700, with a regional expenditure that drops from 80 to 50 million euros.
In Emilia we go from 30 million to 25 million, in Veneto from 22 million to 18, in Lazio from 15 to 13, in Tuscany from 13 to 10 and in Piedmont, finally, from 11 to 9.
These are mainly hospitalizations for acute situations (31,845 cases, 94% of the total), for rehabilitation (1,759, 5%) or long-term hospitalization (189, 1%).

As regards the division of the individual provinces, in 2021 residents in the provinces of Palermo (5%) and Catania (5%) turn less to hospitals in other regions.
Followed by Syracuse (6%), Enna (6%), Ragusa (8%), Caltanissetta (8%), Messina (8%).
The provinces in which people go more to be treated outside are those of Agrigento (9%) and Trapani (11%).
Furthermore, even in the individual territories, the data trend reveals a reduction in expenditure for extra-regional hospitalizations compared to 2019.
In Palermo it goes from 37.7 million euros in 2019 to 29.2 million in 2021; in Catania from 34.9 to 26.2; in Messina from 31.6 to 24.5; in Trapani from 25.7 to 19.9; in Syracuse from 22.8 to 11.9; in Enna from 6.5 to 4.9; in Caltanissetta from 13.7 to 10.7; in Agrigento from 22.6 to 18.4.
In contrast to Ragusa, where the value of services in 2021 was 11.4 million against 9.2 in 2019.

91% of the hospitalizations of residents in Palermo and its province in 2021 took place in public (48%) or private (43%) hospitals in the area.
A fact that gives Palermo the first place on the podium of the Sicilian provinces that prefer the structures of their own territory over those of other regions.
In fact, in confirmation of the regional trend, in the Sicilian capital, the expenditure for hospitalizations of citizens who, in the last two years, traveled for health reasons has decreased significantly: from 37.7 million in 2019 to 29.2 in 2021.

According to the study, in fact, only 5% of those who had to be hospitalized preferred to move to other regions: there are 6,023 cases, including 5,850 for “acute” diseases, 324 for “rehabilitation” and 29 for “long-term care”.
The main health services for which it is preferred to travel concern Orthopedics and Traumatology (replacements of major joints or reimplantation of lower limbs), Neurosurgery (craniotomy) and Neurosurgery, Orthopedics and Traumatology (vertebral arthrodesis except cervical without CC).

The presence on the territory of large hospitals and centers of excellence for the specialist treatment of various types of pathologies affects the data on the reduced use of hospitalization outside the region.
In fact, the use of hospitalizations in other Sicilian structures, public (3%) or private (1%) is also very low.

«Offering Sicilians an efficient health service – comments the president of the Nello Musumeci Region – is the obsession that has accompanied us for five years.
The net reduction in the use of care outside our region is a first comforting sign, even if the impact of Covid must be taken into consideration.
We are investing over a billion euros, throughout the island, to create new and modern structures, adapt hospital departments, upgrade the emergency rooms, purchase modern medical equipment and give our fellow citizens an assistance that has nothing to envy to the others.

“The data from the Kpmg Analysis – explains the councilor for Health Ruggero Razza – are very positive, without a doubt the numbers show that we are not at the level of four years ago and that we must continue on this path without lulling ourselves on the results achieved, but we cannot yet say that we are completely satisfied.
If the Sicilians have returned to have confidence in the Sicilian Healthcare, our effort must be double: even today the waiting lists are long and with times that are in some cases unacceptable.
Furthermore, the quality of care must be the same in all nine provinces of the island.
