The waste emergency has sparked the debate, normally of interest only to a few, on waste management in Sicily and in our territory.

In particular, the circles of Legambiente il Carrubo Ragusa, Melograno Modica and Sikelion Ispica raise the issue of the quality of our differentiated waste.
An important issue that needs to be clarified.
And the mayor of Ragusa, Peppe Cassì, does it this morning, explaining how the recycling cycle works in Ragusa.

According to the mayor (and actually according to many), it is necessary to differentiate better in order to reduce the so-called extraneous fraction of each type of waste, so as to reduce the selection costs and the penalties applied by the managers of the plants for impure waste, and increase revenues.

In recent years, the Tari dei Ragusani has been significantly reduced, despite the increase and improvement of services: for domestic users, the reduction was 12.7% of the fixed rate (calculated on the basis of the square meters of the house).
, for non-domestic users it was on average 8.3% of the total amount of the tax.

Environmental associations also raise the issue of cost increases due to the delivery of unsorted waste outside the region, made inevitable due to the collapse of Sicilian plants.
It is true, the costs will increase significantly, but the Region has guaranteed coverage of the difference between the pre-crisis ordinary cost and the current one, with chapters of the regional budget already identified and dedicated.
It is evident, however, of public money, but which should not weigh on the municipal budgets and therefore on the tariffs of the Tari.

Regarding the situation of the Cava dei Modicani plant, it is specified that the TMB plant in Cava dei Modicani is expected to be integrated with a secondary solid fuel production plant (CSS) that transforms dry waste into energy-efficient material: the preliminary project, already elaborated in compliance with a prescription given at the time of the authorization to manage the TMB plant, will soon be presented to the Region for a desired funding.
As for organic waste, the SRR has proposed, for a loan from the PNRR funds, a project to build an anairobic digester, to transform a large part of this type of waste into gas to be introduced into the city network: also in this case a plant capable of obtaining energy from waste.

The problem of the lack of a landfill remains to be solved.
The debate in recent days has inevitably brought to the surface the question of the fourth tank not built in Cava dei Modicani.
Leaving aside the more than valid impedimental environmental arguments, the ongoing pollution of the aquifers, the absolute unsuitability of the land, the presence of constraints from the superintendency, we are talking about the so-called “basins”.
The third and last tank used in Cava dei Modicani ended its operation 5 years ago on July 20, 2017, the day it was closed due to running out of capacity.

Even if a fourth tank had been built in the meantime, which taking into account the small residual dimensions in the Cava dei Modicani area could have had a capacity of no more than 180,000 cubic meters, it would have been filled in about 2 years, taking into account the amount of waste at the time conferred by the 12 municipalities in the area, equal to over 100,000 cubic meters / year (of which over 36,000 cubic meters / year produced by the 4 mountain municipalities, Ragusa, Chiaramonte Gulfi, Monterosso and Giarratana).
Even if we consider the increase in the percentage of differentiated waste registered in recent years, the tank in question would certainly already be saturated today and the problem still unsolved.
The site indicated at the time for the fourth tank will instead be destined, as the only one available, to build the CSS system mentioned above.

It is certain that the province of Ragusa must equip itself with a landfill to complete the waste cycle in its territorial area, as required by law, but considering that the quantity of dry matter has now reached about 45,000 tons per year, it must have a capacity of at least 500,000 cubic meters.
to be sustainable and guarantee a duration of at least 10 years.
Just in these days a crack has opened, with the confirmed availability of the Municipality of Ispica which would have already identified the most suitable site within its territory.
