Autism Messina: the proposals of the family associations – Tempo Stretto

On the occasion of World Autism Day, the associations approved an important document

On the occasion of the World Autism Day, last April 2, the Autistic Individuals Family Associations operating in Messina and its province within the Autism Technical Table approved during the Webinar on the emergency in the emergency, an agenda that will be brought to the attention of the institutions:

  • – The pandemic emergency has further exacerbated the already serious problems that afflict children suffering from Autism Spectrum Disorder and their families, as well as all those with significant disabilities.
  • – In the face of this emergency we are still faced with partial, disjointed and often contradictory public interventions – It is more than ever necessary to prepare a real Integration of social welfare services, involving also the world of schools. For too long the Region of Sicily has been postponing specific legislation in this regard, which we are once again requesting. First intervention is the establishment of a Database and the Mapping of needs
  • – Consequently we claim a single Control room, both at regional and local level, which is capable of coordinating and directing all the public bodies concerned and resolving any existing divergence. This coordination belongs primarily to the ASP and the Mayor.
  • – These addresses must necessarily find an adequate space in the Conference of the Services on Autism, announced for a long time by both the Municipality of Messina and the ASP. – The first act, requested from the two bodies mentioned and claimed by the Family Associations, has always been the Individual Life Plan, which concerns every disabled person, pursuant to art. 14 / L. 328-2000,

made indispensable to carry out any initiative, so that these define exemplified and shared procedures

  • – The School world it is the one that has suffered the strongest backlash in this phase. It is necessary to courageously implement new ideas and new projects, which will make it restart with renewed lymph. Precisely because, as we often find ourselves saying, nothing will be the same. This is the moment in which the whole of civil society, starting with families and not just the insiders, fully reappropriates a role hitherto denied by bureaucratic apparatuses, which have negatively delimited its great and fruitful operations. The disorientation we are currently witnessing can represent a great opportunity for a 360-degree opening of a complex reality, such as the School, but capable by its nature of absorbing all the requests, even divergent ones, that an equally complex society is in able to produce. Certain, comparable and shareable guidelines must necessarily arise from this. From the type of school that we will be able to imagine, it will be possible to glimpse the Society we want to build.
  • – In this regard, one of the greatest Cultural Revolutions which we hope, can only take place when people with mental disabilities are also allowed to continue their studies, from high schools to universities. Just when for such young people all the possibilities to carry out any activity are precluded. We know that today with the end of the Superiors everything ends for them. That’s what we called Univ ersity for Inclusion . It must be structured in such a way as to be able to accommodate the greatest number of young people with mental disabilities. Again the criterion of equality enshrined in the Constitution is not observed at all. For Families it means that already in the last years of the Superiors the Council of the Institute and the parents must be able to identify how many young people will be able to access the University and accompany them until the set goal is reached. It’s about preparing laboratory activities of various kinds, also in collaboration with Integrated Territorial Network of Services , prepared by the ASP, the Municipality and other public and private bodies, with specific Memoranda of Understanding. The extension of educational, learning and laboratory activities is aimed atWork start-up of people with disabilities. These children must also be able to take advantage of an accompanying person identified in the figure ofSupport teacher and / or in that of Caregiver or of Adult Companion, properly trained and paid.
  • We therefore formulate two different proposals. One of immediate application through a Pr oto col lo d’inte knows between schools, the provincial school office, the university and family associations. It is configured exclusively as laboratory activity which continues from the Superiors to the University, where teachers who already do it for free can be used Formation in the Third Mission. While the actual university training activity, which can include a three-year course of study, up to the age of 23/24, specific, of course, for these young people, requires a specific legislative initiative by the national government, that we urge to start with this initiative. Meanwhile, we submit to the attention of Undersecretary Floridia.
  • BANCA DEL TEMPO SOLIDALE – Families need to develop a lot of solidarity around them. You can start from the Schools, taking up and re-motivating the figure of Companion Tutor. Everyone, starting with the gentleman next door, can lend part of their time, to allow, for example, a parent to go to an office or shop to attend to a business, while the child is cared for by others for a couple of days. ‘hours. There are many examples. Those who offer this availability can subscribe to a special list where parents can draw on as needed.   • THIRD SECTOR. With the Third Sector Reform, pursuant to Legislative Decree 117/2017 the Voluntary Associations and therefore also the Family Associations, assume the non-profit ODV qualification, implement the Third Sector Code and become to all intents and purposes interlocutors with legal status and precise prerogatives, which they now intend to assert in all public and private instances, to be consulted in the various offices, in defense of the fundamental rights of the subjects they represent.
