It is too hot, Lagalla suspends horse-drawn carriages for one day.

No horse-drawn carriages around Palermo today. This was decided by Mayor Roberto Lagalla, who issued an ordinance yesterday in response to the exceptional heatwave. The aim is to protect the “welfare of animals, specifically horses, present in the municipal area.” The circulation of carriages, mostly used by tourists, is completely suspended.

The proposal was brought forward by Health Assessor Rosalia Pennino yesterday. The administration had already intervened with an ordinance on July 10th to limit carriage activity on hot days. Horses are not allowed to be exposed for more than eight hours in a day and must have a 15-minute break every two hours. Carriages are prohibited from operating during the hottest hours, from 1:00 PM to 3:30 PM. Circulation is forbidden when the temperature exceeds 37 degrees. In case of a level 3 weather alert, the mandatory break time is extended from 12:30 PM to 4:00 PM.

Many animal rights associations deemed the previous measures insufficient to protect the horses. Lagalla decided to issue a municipal ordinance imposing a complete ban, valid only for today, and assigned police officers to enforce it.
